Setup is a upper and lower control arm IRS with fixed rear axel.
What is a base start for camber and toe in. I believe toe in help offset the understeer of the locked centre?
Camber I'm not so sure on.
Any thoughts?

Welcome to MBN.
In the rear:
Toe in helps the car come out of the corner
Toe out helps the car turn into the corner
It's just the opposite up front.
With a locked rear (spool) zero to maybe an 1/8” of toe out will help with understeer.
Camber - I like about a degree to 1.5 in the back at ride height. It will vary depending on how much scrub you build into the rear suspension as it cycles.
