Ok update time, I put the diesel weights in my primary with the stock blue/green spring, and I set the secondary to the lightest setting. With the rear end jacked up both clutches moved what looked like about all the way. Went for a test drive and the secondary seems to open up pretty good but the primary still isnt giving me much, probably not even half until I go down a hill. The speed is ok , its slow but its screaming to get there. I'm thinking I might need to splurge for that light primary spring.

I took a video but I guess I cant sent that on tapatalk this picture will have to suffice

What is the Center-to-Center distance on the clutches?

What sprocket ratio are you using between the gearcase and the rear axle? I assume it is the same as the 2-stroke motor?

I've worked with Polaris clutches and the blue/green spring is fairly soft. With the heavier weights, I would have expected better results.

Yeah, try the lighter spring and see if it makes a difference.

Stock center to center is about 10 I think, I'm at either 13 or 14 now I can't remember. It's all the stock 2 stroke gear ratios, I havent messed with it yet I'd like to get the clutch working properly first. The light spring is on it's way, hopefully that gets the clutch going and honestly I think the gear ratio will be fine for what it will be used for but we shall see. Here goes another week of silence waiting for parts

I'm working off my memory, but the Center-to-Center distance on a Polaris ATV is 10.5 inches. I'm "assuming" that the Cushman is using a longer belt to accommodate the greater clutch distance. If that is not the case, then . . . you'll need to get a longer belt.

The lighter spring finally got here after being delayed. I slapped it in there and got my belt deflection adjusted pretty decent, it had been really loose because my idle was to high originally, secondary spring is set at the second softest setting.
it moves decent now feels sluggish out of the hole but you can feel it upshifting, it is faster than our golf cart so thats really all the speed I need. The issue is it just doesnt want to climb hills, it just seems to scream and go nowhere. it also doesnt seem to like towing very much, i tried pulling the golf cart around to test it as we are hoping to be able to pull the dragster around the pits with this instead of the golf cart.
