Welcome to the site.

First off do you know the compression the motor has in PSI?

Second are you SURE the exhaust is not plugged? You can pop it off and try it for a few seconds with it off but any longer is just gonna piss off the neihbors more. Mice like to build nests in them. If its plugged it will do what you describe.

You did not mention it but can you push it around and see the secondary clutch or driven clutch spin while you push it? Just asking to know the drivetrain aint locked up.

If the carb is just dumping fuel your float or needle and seat is bad or in wrong. Often its easy to get the float on the wrong side of the needle.

The carbs got to be clean and right or you will never get a two stroke to run decent.

If the carb is dumping fuel it needs attention. The only way fuel gets past a carb is the float or needle and seat are bad or its setup for gravtiy feed pressure and you got a pump thats capable of forcing fuel past the needle and seat.

What I am guessing at here is the carbs way overloaded with fuel due this issue and when you gas it as the slide and the needle valve moves up out of the way there is soooo much fuel its loading the motor down.
