Fixed vane windmills are so 20 years ago. My brother in law used to live in Plam Springs California and sat a top a lonely hill and monitored windmills and adjusted the vanes. He mostly just monitored them. (Why this was not all done by computer is a mystery to me)

The adjustable vane ones can tilt the blades for more angle in less wind and can taper out in high winds to keep the operating speed perfect.

He oversaw ones right there in the valley and even monitored ones on a computer in Texas from Palm Springs.

So then if they are adjustable you would think they would turn to limit the speed of it.

I do not think the one in the video was. But many windmills are adjustable vane anymore. They have more parts but are far more effcient.
