I have never been able to get my car to run cool and I have moved the radiator three times and tried all kinds of additives even 40 below that worked in my race car. I even took off the one 12” fan and now running two 10” fans. What do you all think? This is a 2004 R1 and as you can see the radiator is on the driver’s side of my rail with a air scoop on the side

No not that, I’m running them the same way Yamaha did on the bike. If you look at my pictures close you can see my radiator and I did make a side scoop for more air to get in. I know some rails like SSC run them behind the seats and sick run it the same place I am so what do you think

It appears as though the radiator is not the highest point in the system. Look around on the engine to see if there is a cooling line that is blocked off or plugged up. This would be something small and is used to let the air bubbles escape. All the bike engines I've seen have this since the radiator is normally below the top of the head. On my 900 it is on the top of the return port that sends fluid back to the radiator.

I agree it could be air in the system, also check the fan rotation. The fan might be wired wrong and running backwards. Also check your radiator cap, if they go bad they will allow air and water to leak in and out of the system.
