Not sure how the inlet/outlet on the motor is setup on that motor but usually (most bikes I have seen) the lower hose comes from the drivers side from the pump down near the CS sprocket and the upper from the passenger side off the back side of the head at the thermostat. It looks like from that one picture that you may have the hoses backwards. Hard to tell from the pic though.

I was thinking the same thing, the top radiator hose looks like it's going to the bottom of the motor, which is more than likely incorrect..

The top radiator hose goes to the outlet on the thermostat.
The bottom hose goes into the inlet on the water pump.

I would question the size of radiator, also the fan is only working on part of the to small radiator. Twenty years ago a laydown enduro kart I drove had a radiator up in the air like that and it would not cool at all. I mounted the radiator in the side pod like a Indy car and then it would not come up to temp. Had to tape up the opening to get temp. Drawing air thru the radiator is much better than just trying to cram it thru.

Could you have a hose collapsing with rpms? It is common on cars that overheat going down the road but cool off when at a stop.
