Also I know you said you checked this but double check you tip over switch and make sure it oriented the correct way. If upside down it will cause this problem. And while at it shake the tip over switch and make sure you hear a rattling noise. Maybe the ring is stuck inside the unit. And if you want install the 64k ohm resistor in the connector to bypass the switch.
The Schematic says the Coilpacks and Fuel pump coil are all on the same (+) circiut but I will verify that it has (+) power when I get home from work.
I checked the tip over sensor twice already but it can't hurt to put the resistor in and eliminate the potential of the sensor being the problem.

64K resistor is now installed in place of the tip over switch. There is no ground signal to the fuel pump relay COIL on the Y/B wire. Everything else on the relay works as it should. All I have to do is short the Y/B wire to ground and the pump turns on. Therefore it's getting no signal from the ECU.

Ill be home in about a half a hour and Ill check the wiring diagram just to make sure Im not missing something.....one more check is verify the wire and connector is good from the relay coil to the ECU connetor.

Seems to be a bad ECU but still could be missing some input signal.

The wire from the relay coil to the ECU is good.

In your wiring harness there is a orange/black wire coming for the side stand switch , is that wire connected to the orange/ yellow wire?

Are you using the stock start stop buttons off the bike?
