No, that's a bit of an old wives' (mechanic's?) tale. You'll have to either model your uprights (along with the steering arm rod end centre), A-arms and chassis pivot points in CAD, or draw them all out at half scale to work out where the rack ends need to be. Only then can you chop the rack to make it the required length.
