Fixed vane windmills are so 20 years ago. My brother in law used to live in Plam Springs California and sat a top a lonely hill and monitored windmills and adjusted the vanes. He mostly just monitored them. (Why this was not all done by computer is a mystery to me)

The adjustable vane ones can tilt the blades for more angle in less wind and can taper out in high winds to keep the operating speed perfect.

He oversaw ones right there in the valley and even monitored ones on a computer in Texas from Palm Springs.
