TORC Rules and Regulations
I've shortened a lot of this one down for the moment - there are more than a few pages set up on how they run their organization. *The amount of information is almost overwhelming!
I want to focus on the machines and safety for the moment.

SAFETY EOUIPMENT
The correct care and use of all safety equipment is essential. *The abuse of any safety equipment will incur a penalty.
Apparel
All rider/drivers and pit crews are required to wear overalls, or appropriate neck to wrist to ankle clothing whilst competing. *Fire resistant clothing is highly recommended and compulsory for Open Class.
Helmets
i) All rider/drivers must wear an approved helmet, compliant with AS 1698-1974 or AS 1698-1 980 or of a type specifically approved by C.A.M.S. and labelled as such, whilst operating their machines.
ii) It is advised that all helmets should be fitted with peaks to reduce the amount of mud on goggles.
Eye Protection
i) Goggles or a visor must be correctly in place before reaching the starting grid and worn at all times whilst competing. *Visors must be compliant with AS1 609 or better. *Tearoffs or Rolloffs are recommended.
ii) If goggles become covered in mud to the point that a rider/driver cannot safely continue racing, he/she must withdraw from racing before removing them.
Gloves
i) Are to be worn in all events and must be on before the competitor approaches the starting grid.
Footwear
All Quad/Trike riders are required to wear motorcycle riding boots whilst competing. *All Odyssey drivers are required to wear footwear that at least covers their ankles.
Arm Restraints
All Odysseys must have C.A.M.S. approved wrist restraints or safety nets securely fitted. *Wrist restraints or safety nets must prevent the driver's arms from protruding outside the roll frame.
Seat Belts
All Odysseys must have a seat belt installed. *Belts are to be a four point race harnesses or better with a single point release. *Belts with any sign of wear or damage must be replaced. *Seat Belts not adjusted properly will cause exclusion from the heat or event. *All seat belts, clips and mountings must be of an approved type.
Helmet Support
All drivers (not Quad or Trike riders) must wear an approved helmet or neck support.
Racing
All safety apparel and equipment must be correctly in place when a machine is being operated, even for demonstrations or during practice.
FUEL SAFETY
All fuel containers must remain in the designated pit area.
Only containers specifically designed for the carriage of fuel are allowed.
Re-fuelling must be carried out with the engine off. *A nozzle or funnel must be used to prevent any spillage.
There is to be no smoking or naked flames in the immediate area and children must not assist in the re-fuelling of the machine.
All vehicles’ pits are required to have an approved fire extinguisher on hand.
VEHICLE SAFETY
All vehicles competing must be fitted with an orange tail light to operate whilst the machine is competing. *The light must have a lens area of at least 50 mm outside dimension.
The tail light must be able to operate without the engine running so an alternative power supply is required.
A red brake light is compulsory in open class and highly recommended in all other classes.
If a machine does not brake or handle properly or is driven in an un-safe manner, the Chief Steward can deem it unsafe and withdraw it from the event.
The Chief Steward will subject all new machines to a high speed brake test.
GENERAL AND CLASS VEHICLE REGULATIONS AND SPECIFICATIONS
GENERAL VEHICLE REGULATIONS
Engine Compliance:
Engines may be either single or multi cylinder, but must be from an Odyssey,
Pilot, or chain-driven motorcycle, commonly available from an Australian retailer.
Vehicles may only have one engine, which is to be mounted to the rear of the driver.
Only the rear wheels may be driven.
Roll Cage:
i) A roll cage is compulsory on all Buggies. *A roll cage will consist of either:
a) original Honda manufactured roll cage or a roll cage that consists of two main vertical hoops or equivalent which are welded or bolted to the bottom chassis rails.
or
b) The roll bars must be made from round steel tube, have minimum wall thickness of 2.1mm for 25.4mm diameter tube or 1.6mm wall thickness for 31.8mm diameter tube. *Open class machines require additional braces to rear main hoop (see Section 12 Rule 9).
ii) All bends must be uniform.
iii) The material characteristics and dimensions of the chassis must be equal to or greater than the material used in the roll cage.
iv) Holes must not be drilled in the roll cage.
v) Roll cages may not be made from square tube.
vi) The roll cage must be designed so that it does not restrict the driver from getting in or out of the machine, the Chief Scrutineer's discretion will apply.
vii) There must be a minimum of 75mm (3 inches) clearance between the underside of the top of the roll cage and the top of the driver's helmet.
viii) The rear roll hoop, or equivalent, on home built chassis, must contain a metal firewall, at least the height of the engine, to separate the engine compartment from the driver’s cockpit.
ix) All roll cages and or any modifications to existing roll cages must be inspected by the Chief Scrutineer whilst it is 'tack welded' together.
Steering:
Tie rods must not be welded or repaired in any way without the Chief Scrutineer's prior approval. *All repairs must be specifically inspected by the Chief Scrutineer prior to racing.
Glass Removal:
All glass and shatterable plastic must be removed or covered with adhesive tape.
Kill Switch:
Every Buggy shall be fitted with a manually operated, working kill switch which must be accessible to the driver whilst seated with hands on steering wheel.
Every Trike and Quad shall be fitted with an operating 'dead man' type kill
switch that will operate if the rider falls off the machine.
Locking Devices:
Split pins, 'R" clips or self locking nuts must be fitted to all axles and tie rod ends.
250 CLASS
General Principles:
In principle, the 250 Class is designed for cheap, competitive racing.
The FL250 machine, shall maintain the original manufacturers concept
and looks. Changes may be made to some components or the aftermarket equivalent, but must conform to these class rules as listed hereafter.
All dimensions must remain the same except for the track, which can vary if
aftermarket wheels are used.
Competition Numbers:
Competition numbers shall be white on a green background and must be visible from both sides of the machine, and should be mounted on the roof.
Motor:
The only modifications permissible are to internal components of the stock FL250 engine. *Head, barrel and crankcases must be retained and must be of FL250 parts listing, Honda M, Ml, CR, Mugen barrels and any equivalents are not accepted. *Any internal modifications are accepted, but must retain 25Occ plus an overbore of 2mm.
Induction:
Standard FL250 Carburettor must be used but internal modifications are accepted.
Standard intake manifold must be maintained but air cleaner box, snorkel and element may be changed.
Exhaust:
The exhaust is free subject to its compliance with a maximum noise level of
95 DBA, and must be securely mounted.
Fuel:
The maximum permitted rating is 115 octane. Methanol and nitro based fuels and additives are not permitted.
Suspension:
Front swing arms must retain standard lengths but may be gussetted for strength.
Rear axle must retain standard length but may have axle support bearings added for strength.
Brakes:
Brakes may be changed but must be proven to be more efficient to Chief Scrutineer. *Some form of hand brake system must be fitted to the machine.
Roll Cages:
Odysseys must retain the same look and shape as standard. *Home built or altered cages must have two main roll hoops or the equivalent. They may be constructed lower but must retain permissible head clearance.
Roof Plates:
Highly recommended on standard cages but compulsory on any modified or lowered cages. *Compulsory on all machines in sand events.
Intrusion Bars:
Compulsory on all machines.
Battery and Electrical System:
i) Electric starters are permitted.
ii) If fitted, the battery must be a spill proof type securely mounted and protected by the chassis or roll cages. *All batteries must have an isolator to disconnect all power in or out of it.
Transmissions:
Transfer boxes must be unchanged in location and ratios, but front and rear clutches may be of aftermarket brand, the diameter of clutches must remain the same though. *Wider and aftermarket belts are allowed.
Wheelbase:
Standard.
Track:
Maximum track is 1300mm.
Measurement taken from outside of rim to outside of rim.
Seat:
Any T.O.R.C. approved seat may be used mounted with a minimum of four fasteners of not less than 8mm diameter. *A bash plate with a minimum of 3mm aluminium or 1.6 mm steel thickness must be fitted, securely fastened to the chassis to fully encompass the length and width of the seat base, and must not be more than 10cm below bottom of the chassis.
Fuel Tank:
The fuel tank must be mounted within the confines of the chassis or roll cage. *It must be protected by the roll cage and/or supporting bars to prevent damage during roll over. *The fuel tank must be constructed of approved material, have a leakproof filler cap and an approved all metal on/off tap, preferably attached directly to the fuel tank. *No plastic or rubber fuel lines are permitted between the fuel tank and the fuel tap.
Body Panels:
Not allowed.
Wings:
Not allowed.
Floor Pan:
Standard FL250 floor and bash plate acceptable.
Wheels & Tyres:
i) The maximum permitted rim diameter is 8 inches.
ii) The maximum permitted rim width is 10 inches
iii) The maximum permitted tyre size is 22” x 11” x 8” with a maximum tyre circumference of 78.5 inches
Kill Switch:
Compulsory on all machines and must be operable without removing a hand from the steering wheel.
Tail Light:
Compulsory on all machines, standard FL250 acceptable. *If a non-standard light is fitted, it must be orange and have a lens area of at least 50 mm outside dimension.
Cooling:
Air-cooled only. *Additional air ducts or fins may be added.
Seat Belts:
Standard FL250 belts are the minimum requirement. *Improved belts are highly recommended.

350 CLASS
General Principles:
In principle this stock class is designed to maintain the manufacturer's original specifications. Only genuine stock parts as listed in the manufacturer's parts list may be used. The only modifications permitted are those which are in the interest of safety and which are detailed hereunder. This class is designed for members who wish to compete in a stock Honda Odyssey FL350 on a limited budget and to provide an avenue for closely matched competitive racing.
Competition Numbers:
Competition numbers shall be white on a red background and must be visible from both sides of the machine and should be mounted on the roof.
Motor:
i) The only modifications permissible are to internal components of the stock FL350 engine. External head, barrel and crankcases must be retained and must be of stock FL350 parts listing.
ii) Any internal modifications are acceptable but must have a maximum permissible piston size of 82mm.
Induction:
i) Standard FL350 carburettor must be used, but internal modifications are acceptable.
ii) Standard intake manifold must be maintained along with air cleaner box and snorkel.
iii) Air cleaner element may be of aftermarket type.
Exhaust:
i) The exhaust is free subject to its compliance with a maximum noise level of 95 DBA.
Fuel:
The maximum permitted rating is 115 octane. Methanol and nitro based fuels and additives are not permitted.
Suspension:
Standard suspension must be retained but strengthening and aftermarket Heim joints may be used. Panhard rods may be mounted on the rear of machine to add extra strength to the swing arms. Aftermarket shockers and axles may be used, providing that standard lengths are maintained.
Brakes:
i) Honda FL350 brakes must be retained but may be modified to improve performance.
ii) A machine, if requested by a Steward, must prove it's braking ability at any time. All machines shall have a hand brake or alternative braking system.
Roll Cages:
Standard roll cage compulsory but may be strengthened.
Roof Plates:
Compulsory on all machines.
Intrusion Bars:
i) Compulsory on all machines.
ii) Rear intrusion bars are compulsory for battery and petrol tank protection.
iii) Where wheels extend past the chassis or roll cage a bumper must be fitted.
Battery and Electrical System.
FL350 machines' electrical system is acceptable.
Transmissions:
Must be standard FL350.
Wheelbase:
Standard wheel base must be retained.
Track:
Standard track must be retained, but if aftermarket wheels are used an increase of 5Omm is allowed.
Seat:
Standard seat must be retained. *A bash plate with a minimum of 3mm aluminium or 1.6mm steel thickness must be fitted, securely fastened to the chassis to fully encompass the length and width of the seat base. *It must not be more than 10cm below bottom of the chassis.
Fuel Tank:
Standard fuel tank and fuel pump system must be retained. *Fuel filter may be of aftermarket type.
Body Panels:
i) Body panels may be fitted providing they are securely fitted and made from approved materials. *Drilling of the roll cage to affix panels is prohibited.
ii) Driver access must not be hampered in any way. *Corners or sharp edges will not be accepted.
Wings:
Not permitted.
Floor Pan:
FL350 machine floor pan arrangement acceptable.
Wheels & Tyres:
i) The maximum permitted rim diameter is 10 inches
ii) The maximum permitted rim width is 10 inches.
iii) Tyre size is free.
Kill Switch:
Standard FL350 is acceptable. *Compulsory on all machines and must be operable without removing a hand from the steering wheel.

Compulsory on all machines, standard FL350 acceptable. *If a non-standard light is fitted, it must be orange and have a lens area of at least 50 mm outside dimension.
Cooling:
Air-cooled only but additional air ducts or fins may be added.

SUPER MODIFIED
General Principles:
In general, the super-modified class is for modified FL350 type machines and low budget home built machines.
The Honda Pilot (FL400R) may compete in this class but must be completely
stock standard in every shape and form.
Competition Numbers:
Competition numbers shall be white on a blue background and must be visible from both sides of the machine and must be mounted on roof.
Motor:
Engines may be single or multi-cylinder but must be from either an Odyssey, Pilot or chain drive motor cycle, commonly available from an Australian retailer.
Chain Drive 4 stroke having a maximum of 500cc
Chain Drive 2 stroke having a maximum of 400cc
Belt Drive 2 stroke having a maximum of 420cc.
Induction:
i) Forced induction, or fuel injection are not permitted.
ii) Negative manifold pressure at engine compulsory.
Exhaust:
i) The exhaust is free subject to its compliance with a maximum noise level of 95 DBA.
ii) Pipes do not have to stay within the confines of roll cage but have to be inside a line from top of roll cage to inside top edge of rear tyre and be securely fixed.
Fuel System:
i) The fuel tank must be mounted within the confines of the chassis or roll cage, and a safe distance from the driver. *The roll cage and/or supporting bars must protect it to prevent damage during a rollover. *The fuel tank must be constructed of approved material, have a leak-proof filler cap and an all metal on/off tap, preferably attached directly to the fuel tank. *No plastic or rubber fuel lines are permitted between the fuel tank and the fuel tap.
ii) Fuel lines must be of a material specifically designed for the carriage of fuel. *The fuel line must be fastened at each end by hose clamps, and be entirely contained within the confines of the chassis. *The entire fuel system must be separated from the driver by a firewall.
iii) The maximum permitted rating is 115 octane. *Methanol and nitro based fuels and additives are not permitted.
Suspension:
All four wheels must have at least one operational shock absorber and must be constructed in a safe and strongly engineered way.
Brakes:
Honda FL350, FL400R type machines must retain four wheel braking but may be modified to improve performance. *Home built machines, if only braking on two wheels must prove their stopping ability at any time if requested by a Steward or Official.
Roll Cages:
Honda FL350, FL400 may be strengthened. *Space frames and home built machines shall be constructed in a safe and strongly engineered way. The rear roll hoop, or equivalent, on home built chassis, must contain a metal firewall, at least the height of the engine, to separate the engine compartment from the driver’s cockpit.
Roof Plates:
Compulsory on all machines.
Intrusion Bars:
i) Compulsory on all machines.
ii) Rear bumper bars are compulsory on FL350 and FL400 machines for battery and petrol tank protection.
iii) Where wheels extend past the chassis or roll cage a bumper must be fitted.
Battery and Electrical System,
i) FL330 and FL400 machines' electrical system is acceptable.
ii) Homebuilt machines may have electric starting, but battery must be a spill proof type securely mounted to, and be protected by the chassis or roll cage. *All batteries must have an isolator to disconnect all power in and out of it.

Any machine fitted with a gear box must have a neutral gear.
Wheelbase:
Maximum wheelbase is 174Omm - centre of front axle to centre of rear axle.
Track:
Maximum track is 1575mm. *Measurement taken from outside of rim to outside of rim.
Seat:
Any T.O.R.C. approved seat may be used mounted with a minimum of four fasteners of not less than 8mm diameter. *A bash plate with a minimum of 3mm aluminium or 1.6mm steel thickness must be fitted, securely fastened to the chassis to fully encompass the length and width of the seat base. *It must not be more than 10cm below bottom of the chassis.
Fuel System:

ii) Driver access must not be hampered in any way. *Corners or sharp edges will not be accepted.
Wings:
i) A wing may be fitted provided that it does not restrict the driver's vision.
ii) It must not be wider than the chassis and must be securely mounted with a minimum of four bolts. *Bolt minimum size of 8mm diameter and/or pins, R Clips as approved by the Scrutineer.
Floor Pan:
i) FL330, FL400 machine floor pan arrangement acceptable. *Home built machines must have a full floor pan from back of drivers’ seat to front of machine.
ii) Minimum of 1.6mm in thickness of a metal material.
Wheels & Tyres:
The maximum permitted rim diameter is 10 inches
The maximum permitted rim width is 1 0 inches
Tyre size is free.
Kill Switch:
Compulsory on all machines and must be operable without removing hands from the steering wheel.
Tail Light/Brake Light:
Modified FL350 Odysseys may retain their standard tail lights. *Otherwise, an orange tail light and a red brake light must be fitted, each with a minimum lens area of 50 mm outside dimension.
Cooling:
Radiators, if fitted, must be mounted securely within the confines of the roll cage and surrounding bars and as far from the driver as possible. *Radiator caps must be securely fixed.
Seat Belts:
All Odysseys must have a seat belt installed. *Belts are to be of the four point race type or better, with a single point release. *They must be an approved seat belt with a minimum strap width of 2 inches. A five point 3 inch wide belt is highly recommended.
Apparel:
It is highly recommended that an approved fire resistant race suit be worn.

OPEN CLASS
General Principles:
In general, open class machines have minimum restrictions, except for those noted hereunder. It is the fastest Odyssey class and it is designed for all out racing. *To compete in open class, drivers must hold an Australian Learner’s permit or the equivalent.
Competition Numbers:
Competition numbers shall be black on a yellow background and must be
visible from both sides of the machine and must be mounted on the roof.
Motor:
i) Engines may be either single or multi-cylinder, but must be from an Odyssey, Pilot or chain-drive motorcycle, commonly available from an Australian retailer.
ii) Vehicles may have only one engine, which is to be mounted at the rear of the driver.
Maximum of 1100cc *4 stroke
Maximum of 650cc *2 stroke
Only the rear wheels may be driven.
Induction:
Forced induction, or fuel injection are not permitted. Negative manifold pressure at the engine is compulsory.
Exhaust:
i) The exhaust is free subject to its compliance with a maximum noise level of 95 DBA.
ii) Pipes do not have to stay within the confines of roll cage but have to be inside a line from the top of roll cage to the top edge of rear tyre and be securely attached
Fuel:
The maximum permitted rating is 115 octane. Methanol and nitro based fuels and additives are not permitted.
Suspension:
All four wheels must have independent suspension and at least one operational shock absorber per wheel and must be constructed in a safe and strongly engineered way.
Brakes:
i) All four wheels must be braked and be hydraulically controlled.
ii) The Chief Scrutineer and/or Chief Steward can, at any time during the meeting, ask for a high speed brake test.
Roll Cages:
i) The chassis must be constructed in a safe and strongly engineered way, and must have a minimum of two full roll bars or equivalent. Front and rear of the driver to form a four point cage around the driver. *The rear main roll hoop must contain two diagonally opposed braces in the form of an ‘x’ to extend from the two top corners to a point half way up the roll ‘hoop.
ii) The rear roll hoop, or equivalent, on home built chassis, must contain a metal firewall, at least the height of the engine, to separate the engine compartment from the driver’s cockpit.
Roof Plates:
Compulsory on all machines.
Intrusion Bars:
Compulsory on all machines. *Where wheels extend past the chassis or roll cage a bumper must be fitted.
Battery And Electrical System:
Machines may have electric starting, but the battery must be a spill proof type, securely mounted and protected by the chassis or roll cage. *All batteries must have an isolator to disconnect all power in and out of it.
Transmissions:
Any machine fitted with a gearbox must have a neutral gear.
Wheelbase:
Maximum wheelbase is 2000 mm from the centre of the front axle to the centre of the rear axle.
Track:
Maximum track is 1630 mm (from outside of rim to outside of rim).
Seat:
Any T.O.R.C. approved seat may be used, mounted with a minimum of four fasteners of not less than 8mm diameter. *A bash plate with a minimum of 3mm aluminium or 1.6mm steel thickness must be fitted, securely fastened to the chassis to fully encompass the length and width of the seat base. *It must not be more than 10cm below bottom of the chassis.

Compulsory on all machines and must be operable without removing hands from the steering wheel.
Tail Light/Brake Light:
As well as a red brake light, an orange tail light is compulsory on all machines, and each must have a lens area of at least 50 mm outside dimension.
Cooling:
Radiators, if fitted, must be mounted securely within the confines of the roll cage and surrounding bars and as far from the driver as possible. *Radiator caps must be securely fixed.
